Referendum required

The city shall have the right and authority to approve the sale, contract for sale, or lease of any or all of the properties listed as a dedicated park property provided that before the sale, contract for sale, or lease for a term longer than twenty-five (25) years shall become enforceable and binding upon the city, such sale, contract for sale or lease for a term longer than twenty-five (25) years shall first be submitted for approval and ratification to the qualified electors of the city at an election duly called and conducted in accordance with the laws now in force or that may hereafter be enacted, each as amended, and regularly held for that purpose. If such sale, contract for sale, or lease for a term longer than twenty-five (25) years is approved and ratified by a simple majority of the qualified registered voters of the city actually voting in said election, it shall then be the duty of the city to execute all instruments necessary to carry into full force and effect the sale, contract for sale, or lease for a term longer than twenty-five (25) years so ratified and approved.
