No referendum required to add property or delete certain property

Notwithstanding the provisions of section 16-92, a referendum of electors of the city shall not be required to add properties to the dedicated park property list in section 16-91 or to delete properties not owned in full fee from section 16-91. Additions to or deletions from the dedicated park property list in accordance with this section shall be made only by action of city council.
