Citizen Review Board for the Tampa Police Department

(a)
Creation. There is hereby established the citizen police review board ("CRB") with respect to the Tampa Police Department ("TPD" or "department").
(b)
Purpose and declaration of policy. The purpose of the CRB is to foster transparency, support effective policing and police reform, enhance communication, educate the public regarding operations of TPD, protect civil rights and liberties, manage risk and establish greater confidence in the department and ensure a relationship of trust and respect between the department and the community by creating an unbiased panel of citizens to review cases and issues relating to law enforcement that are of importance or of interest to the community and the city, and to increase and demonstrate police accountability and credibility with the public.
(c}
CRB duties, responsibilities and authority. The CRB shall have the following duties, responsibilities and authority which shall be exercised in accordance with the procedures set forth in subsection (g):

Review of closed investigations where certain discipline imposed— To review closed internal investigations where certain discipline has been imposed and issue a finding to the TPD Chief of Police, consistent with subsection (g)(l), regarding closed internal investigations that have been concluded with a finding that a violation of department policy has occurred and discipline consisting of suspension, demotion or termination has been imposed; and to ensure the State of Florida Criminal Justice Standards and Training Commission is notified anytime a disciplined officer has failed to maintain "good moral character" as defined in Fla. Admin. Code
