Prequalification—Generally

At any time that the city plans to let contracts for projects, the cost of which is estimated to exceed five million dollars ($5,000,000.00), for construction of new or existing specialty buildings or structures or demolition or removal of existing specialty buildings or structures, which work requires the expertise and experience of contractors skilled in particular types and complexities of construction, the prequalification procedure hereinafter set forth shall be utilized.
