Appeal from determination of committee

Any prospective bidder aggrieved by the determination made by the prequalification committee may, within two (2) business days of receipt of notice of the determination, request a hearing before an appeal board consisting of a quorum of members of the city council. This appeal board shall provide such a hearing and may review the prospective bidder's questionnaire and such further evidence which the prospective bidder may choose to present at the hearing. All such hearings must be completed prior to the time that approved bidders are permitted to pick up their bid packages.
