Qualifications of prospective bidders
Section: 20-8
(a)
Prospective bidders will be required to provide, among other things, the following information:
(1)
A financial statement of the particular company or division of the company which is proposing to do the work on the particular project;
(2)
A list of all projects in which the company is currently engaged (providing for each the general contract value, percentage of completion, scheduled completion, owner's name and references for such projects);
(3)
A summary of the volume completed (a dollar figure) in the past four (4) years on a general basis, by year;
(4)
A statement as to the prospective bidder's recommendations for supervision or control of any specialized theatre and acoustic components of the project, if applicable;
(5)
A statement or description of the company's procedures for construction and progress monitoring (with a copy of one (1) such report from a current or recent project and the names, qualifications, and experience of any consultants used on the project);
(6)
A letter of credit from the prospective bidder's bank showing that credit equal to or more than the amount needed for this project is available, as well as the prospective bidder's borrowing record over the previous five (5) years;
(7)
The name of the prospective bidder's surety company and broker, the prospective bidder's bonding limits and the number of times, if any, the surety had to complete any of the prospective bidder's work during the past five (5) years, as well as the name, address and phone number of the surety's contact person;
(8)
The names of other surety companies used in the past five (5) years and the names, addresses and phone numbers of their contact people;
(9)
The names of insurance companies and their brokers and the applicable names, addresses and phone numbers of their contact people; and
(10)
A statement of insurance losses incurred during the past five (5) years and of workers' accidental deaths during that period.
(b)
In addition, the city may consider, among other things:
(1)
The ability, capacity and skill of the prospective bidder to perform the contract or provide the service required, including the length of time the company has been in business and the states and categories in which the company is qualified to do business (with registration or license numbers, if applicable);
(2)
The degree of experience of the prospective bidder and the quality of performance on similar projects;
(3)
The character, judgment, competency, efficiency and reputation for performance of the prospective bidder;
(4)
The prospective bidder's possession of facilities for carrying out the contract;
(5)
The outstanding obligations of the prospective bidder and his obligations assumed or about to be assumed under the contract;
(6)
Whether the prospective bidder can perform the contract or provide the service promptly or within the time specified, without delay or interference when this is a relevant factor;
(7)
Whether the prospective bidder provides equal employment opportunities; and
(8)
Other matters which may influence the prospective bidder's ability to perform the contract.
