Officials of United States or other states or cities examining tax returns and reports in this city

Unless otherwise prohibited by law, if the United States Government or any other state or city allows the official to examine its returns or like records, then the city, upon application to the director of finance by the proper officials of the United States or such state or other city, shall allow such proper officers, whose official duties require them to make such inspections, to inspect the tax returns or such corresponding class of returns made to the city.
