Special event permit requirements on city park property; administrative approval

No person shall engage in, participate in, or aid any special event on city parks in a manner enumerated in section 16-22 of this Code, unless a special event permit has been obtained from the official. The activities enumerated in section 16-22 of this Code shall require a special event permit.
