Sewer/Water Licensing in Astatula town, Florida

Who Needs a License

Under Florida law, any person who contracts to construct, repair, or maintain sanitary sewer or water systems must hold a valid state license. This includes work on public and private systems, whether new installation, replacement, or repair work that affects the structural integrity or functional operation of sewer/water infrastructure.

The state defines "construction" to include sanitary sewer work and potable water work as regulated trades under Fla. Stat. § 489.105. If you perform this work for compensation in Astatula, you must be licensed.

How to Get Licensed

  1. Meet experience and education requirements under Fla. Stat. § 489.113. You must demonstrate four years of experience as a qualified supervisor or five years of experience in the trade, depending on your role. Experience must be documented and verifiable.

  2. Apply to the Construction Industry Licensing Board as established under Fla. Stat. § 489.107. This is a state board; applications are not filed locally.

  3. Pass the state licensing exam for the sewer/water contractor classification. The exam covers Florida building codes, safety standards, and trade-specific regulations.

  4. Pay state licensing fees and maintain your license through renewal requirements established by the Board.

Submit your application directly to the state Construction Industry Licensing Board, not to Astatula or Lake County. Verify current fees, exam dates, and application procedures with the state board.

Local Requirements

Astatula contractors must also obtain a local building permit before beginning any sewer or water work within town limits. Contact the Astatula Building Department to pull permits and submit plans for inspection.

Review the Astatula Municipal Code for any local amendments, additional permit requirements, or town-specific design standards that may apply beyond state law. Local codes may impose restrictions on materials, installation methods, or contractor qualifications.

Exemptions

Under Fla. Stat. § 489.103, the following are exempt from licensing:

If your work or status falls into an exemption category, you still may need a local permit in Astatula; exemption from state licensing does not automatically exempt you from local requirements.
