Sewer/Water Licensing in Fort Myers Beach, Florida
Who Needs a License
Florida law regulates contractors who install, repair, or maintain sewage and water systems. Under Fla. Stat. § 489.105, a "contractor" is any person who undertakes to, offers to, purports to, or agrees to build, construct, contract, alter, repair, add to, subtract from, improve, move, wreck, or demolish any building, highway, road, railroad, excavation, or other structure, project, development, or improvement to real property, including utilities.
Work on public or private water supply lines, sanitary sewer lines, grease traps, septic systems, and related plumbing infrastructure requires licensure if performed by a contractor for compensation. Homeowners performing work on their own property may be exempt in limited circumstances (see Exemptions below).
How to Get Licensed
Florida licenses sewer and water contractors through the Construction Industry Licensing Board, which operates under Fla. Stat. § 489.107.
Step-by-step process:
- Meet experience requirements under Fla. Stat. § 489.113 — typically four years of work experience in the trade.
- Complete the state application with the CILB (part of the Department of Business and Professional Regulation).
- Pass the Florida contractor's examination covering business and law, plus the trade-specific exam for sewer and water work.
- Submit proof of workers' compensation insurance and liability insurance.
- Obtain your license from the state before working in Fort Myers Beach.
The state issues the license; you do not obtain a separate town license. However, you must comply with local permit and inspection requirements.
Local Requirements
Fort Myers Beach follows the Fort Myers Beach Municipal Code. Before beginning any sewer or water work, contact the Fort Myers Beach Building Department to obtain the required permit and understand local code amendments. The town enforces state standards and may impose additional local requirements for work within its jurisdiction.
All work must comply with applicable sections of the Fort Myers Beach Municipal Code. Review the code link above for provisions on utility installation, inspection timelines, and zoning restrictions that may affect your project.
Exemptions
Under Fla. Stat. § 489.103, a property owner performing work on his or her own residential property is exempt from licensing requirements. However, this exemption does not apply to rental properties, commercial properties, or work performed for compensation. Any contractor hired by an owner must be licensed.
