HVAC Licensing in Raleigh CDP, Florida

Who Needs a License

In Florida, any person who installs, constructs, repairs, or maintains air conditioning systems must hold a valid license from the Construction Industry Licensing Board (CILB).[^1] This includes HVAC work performed in Raleigh CDP, Levy County.

HVAC contractors are defined under Florida law as those engaged in the business of installing, constructing, repairing, or maintaining air conditioning systems and equipment.[^2] If you are performing HVAC work for compensation in Raleigh CDP, you must be licensed unless you qualify for a specific exemption (see Exemptions section below).

How to Get Licensed

  1. Apply to the Florida Construction Industry Licensing Board. The CILB, established under Fla. Stat. § 489.107, issues all HVAC licenses in Florida. Applications are submitted to the state board, not to the Town of Raleigh CDP or Levy County.

  2. Meet qualification requirements. Per Fla. Stat. § 489.113, you must demonstrate:

  3. Competency through examination
  4. Documented experience in HVAC work
  5. Compliance with financial and legal restrictions (no fraudulent history, active debarment, or license suspensions)

  6. Obtain your license number. Once approved by the CILB, you receive a state license valid for work throughout Florida, including Raleigh CDP.

Note: Contact the CILB directly or visit the Florida Department of Business and Professional Regulation website for current exam schedules, experience requirements, and application procedures. These requirements are administered at the state level.

Local Requirements

Permits for HVAC work in Raleigh CDP must be obtained through the appropriate local authority—either the Town of Raleigh CDP Building Department or Levy County, depending on jurisdiction. Contact the relevant building department to determine which authority has jurisdiction over your project location and to pull required permits before beginning work.

For any local amendments, zoning restrictions, or additional town-specific HVAC requirements, consult the Raleigh Municipal Code.

Exemptions

The following are exempt from HVAC licensing requirements under Fla. Stat. § 489.103:
- Owners performing work on their own property (not for compensation)
- Employees working under direct supervision of a licensed HVAC contractor
- Certain emergency repairs under specific conditions outlined in the statute

Review Fla. Stat. § 489.103 in full to determine if your specific work qualifies for an exemption.
