Interpretation of license terms; conflicts

(a)

The provisions of this chapter at the time of the grant of a license (initial or renewal) shall apply to a license agreement as if fully set forth in the license agreement, and the express terms of this chapter shall prevail over conflicting or inconsistent provisions in a license agreement unless such license agreement expresses an intent to amend or modify a requirement of this chapter.

(b)

Except as to matters which are governed by federal law or regulation, a license agreement shall be governed by and construed in accordance with the laws of the state.
