Responsibility of owner and manager

It shall be unlawful for any person owning or managing or otherwise controlling any place of business located in the city to cause or to knowingly permit any agent, servant, employee, or other person under his control or supervision to participate in the conduct prohibited in sections 31-102 or 31-103 hereof.
