Purpose

Section: 42-103

(a)

It is hereby declared that, in order to provide for and safeguard the life, health, safety, property and welfare of the people, the licensure and regulation of business enterprises engaged in the practice of recovering, towing, removing, storing and immobilization of motor vehicles are matters affecting the public interest; and any person desiring to conduct such a business enterprise shall be required to obtain a regulatory license and obey the regulations as hereinafter provided.

(b)

The purpose of this article is to provide a uniform system for the licensure and regulation of business enterprises which are engaged in or which intend to engage in the practice of recovering, towing, removing, storing and immobilization of motor vehicles which are parked on private property without the permission of the owner of the private property.
