Licenses required

(a)

Local business tax receipt required. It shall be unlawful for any property owner or immobilization/booting contractor to engage in the business of immobilization of motor vehicles parked on private property without permission or authority unless such property owner or immobilization/booting contractor first obtains a local business tax receipt in accordance with the provisions set forth in chapter 31, article II of this Code.

(b)

Immobilization/booting license required. It shall be unlawful for any property owner or immobilization/booting contractor to engage in the business of immobilization/booting of motor vehicles parked on private property without permission or authority unless such property owner or immobilization/booting contractor first applies for and obtains an immobilization/booting license, hereinafter known as a "license".
