Use of complimentary tickets, etc

All users shall pay for the use of the stadium and the services and facilities afforded thereby at the rates established in this article, and the stadium and the services and facilities afforded thereby shall not be used free of charge by any person or organization whatsoever until all of the outstanding stadium revenue bonds shall be paid and retired; provided that nothing contained in this section shall preclude all users of the Orange Bowl Stadium, except county high schools, from issuing up to but not more than 500 complimentary tickets, to any of its football games, or any county high school from issuing up to but not more than 200 complimentary tickets, free from city tax, to any of their football games.
