Plumbing Licensing in Westchester CDP, Florida
Who Needs a License
Any person who engages in plumbing work in Westchester CDP must hold a valid Florida plumbing license. Under Fla. Stat. § 489.105, plumbing is defined as the practice of installing, maintaining, altering, repairing, extending, and inspecting pipes and fixtures for water supply, drainage, and gas distribution. This includes work on water heaters, septic systems, and medical gas piping systems.
A license is required regardless of whether you own your own business or work as an employee. Unlicensed plumbing work is a violation of state law.
How to Get Licensed
Florida plumbing licenses are issued by the Construction Industry Licensing Board (CILB), established under Fla. Stat. § 489.107. You cannot obtain a license directly through Westchester CDP; the state controls all licensing.
Steps:
-
Meet qualifications per Fla. Stat. § 489.113: Applicants must have at least 4 years of documented plumbing experience under a licensed plumber, pass a state exam, and demonstrate financial responsibility.
-
Apply with CILB: Submit your application, work history documentation, exam fee, and license fee to the Florida CILB. You will need an exam date before submission.
-
Pass the state plumbing exam: The exam tests knowledge of Florida Plumbing Code, installation practices, and safety standards.
-
Receive your license: Once approved and fees are paid, CILB will issue your license.
For current CILB contact information, application fees, and exam scheduling, visit the Florida Department of Business and Professional Regulation (DBPR) website or contact CILB directly through the state's licensing portal.
Local Requirements
Westchester CDP is located in Miami-Dade County, Florida. While the Westchester Municipal Code governs local ordinances, you should review the Westchester Municipal Code for any local amendments or additional requirements beyond state law.
Before beginning any plumbing work in Westchester CDP, you must obtain a local work permit from the Miami-Dade County building department. Contact the Miami-Dade County Building Department or Westchester Building Department to learn permit application procedures, fees, and inspection requirements specific to this jurisdiction.
Your state plumbing license alone is not sufficient—local permits are required for each project.
Exemptions
Fla. Stat. § 489.103 exempts certain work from licensing requirements, including:
- Minor repairs and maintenance performed by the property owner on their own residential property
- Work performed by employees of municipalities or utility companies within their scope of employment
- Installation of water softeners and certain non-structural piping
However, exemptions are narrow. When in doubt, assume a license is required and consult the statute or CILB.
