Engineering Licensing in Doctor Phillips CDP, Florida
Who Needs a License
Florida law regulates professional engineering through the Construction Industry Licensing Board. Work that constitutes "engineering" as defined in Fla. Stat. § 489.105 requires licensure. This includes designing structures, systems, or infrastructure that affect public safety, health, or welfare.
However, not all construction work requires an engineering license. Fla. Stat. § 489.103 exempts certain activities from licensing requirements, including work performed by registered architects within their scope, certain repairs and maintenance, and work by employees under direct supervision of licensed professionals.
How to Get Licensed
-
Apply to the State Board. The Florida Construction Industry Licensing Board (CILB) administers engineering licenses. Apply directly to the state board, not through Doctor Phillips CDP or Orange County.
-

- A degree from an ABET-accredited engineering program, or equivalent education
- Relevant work experience (requirements vary by discipline)
- Passage of the Fundamentals of Engineering (FE) exam
-
Passage of the Professional Engineer (PE) exam
-
Military Service Credit. If you have military training or education in engineering-related fields, Fla. Stat. § 489.1131 allows credit toward licensing requirements. Submit military transcripts and documentation with your application.
-
Contact the CILB. Obtain application forms, current fee schedules, and exam information from the state board at leg.state.fl.us/statutes/ or the CILB directly.
Local Requirements
In Doctor Phillips CDP, engineering work may require local permits and compliance review. Contact the Doctor Phillips Building Department (operated through Orange County) to determine:
- Whether your project requires a building permit
- Applicable local design standards and review processes
- Submission requirements for engineering plans
Review the Doctor Phillips Municipal Code for local amendments or additional requirements beyond state licensing law. Local code may impose supplemental standards for infrastructure, grading, drainage, or other systems within the CDP.
