ARTICLE I. - IN GENERAL
Sec. 50.01. - Duty to File Maps, Plats, Sketches and Profiles; Information to be Shown.
It shall be the duty of all persons doing a public service business in the City, including electric, electric light, water, gas, telephone, telegraph and railroad companies, or using or crossing the streets and alleys with any form of structure on, under or above the surface, to file and maintain on file in the office of the City Engineer complete maps, plats, sketches and profiles showing in detail the location, size, depth or height and kind of material of all tracks, transmission lines, white ways, pole lines, manholes, fire hydrants and meter boxes, aerial lines, pipe lines, service pipes, house lateral connections, valves, conduits and cable lines, owned or operated by such person and which come within the boundaries of any street or alley within the City. Before making any new installation, or removing or making any change therein, complete plans and revised maps, plats, sketches and profiles shall be filed with and a permit obtained from the City Engineer.

Sec. 50.02. - Scale of Maps, Plats, Sketches and Profiles.
The maps, plats and sketches referred to in the preceding section shall be drawn to a scale of one hundred (100) feet to the inch, unless the City Engineer shall direct, approve and accept them drawn to a different scale. Profiles shall be drawn to a scale of forty (40) feet to the inch, horizontal, and four (4) feet to the inch, vertical, unless otherwise directed, approved and accepted by the City Engineer.

Sec. 50.03. - Obtaining Service by Fraud.
Any person who, with intent to injure or defraud any other person, including the City and the Orlando Utilities Commission, shall make or cause to be made any connection with any wire, main, service pipe or other pipe, appliance or appurtenance used for, or in connection with an electric, gas or water plant, in such manner as to obtain electricity, gas or water for his own use, or the use of another, without such electricity, gas or water passing through a meter provided by the owner or manager of such plant, and used for measuring and registering the quantity so passing through, or shall make or cause to be made, without the consent of the owner or operator of any such plant, any connection with any such plant, in such manner as to take, use or waste, without the consent of such owner or operator, any electricity, gas or water, or who shall with intent to defraud or otherwise obtain the use of electricity, gas or water without the consent of the owner or operator of the plant generating or supplying it shall, upon conviction, be punished as provided in Section 1.08 of this Code.

Sec. 50.04. - Unauthorized Sale of Tickets.
It shall be unlawful for any person, except the duly authorized agents of a railroad, steamboat, bus line or any other public conveyance for the transportation of passengers maintaining agencies in the City, to sell, barter, offer for sale or barter, advertise for sale or barter, or in any other manner, to aid in the sale or barter of the whole or any part of any ticket, pass or other evidence of the holder's title to travel on any railroad, steamboat, bus line or any other public conveyance within the limits of the City.

Sec. 50.05. - Closing Public Thoroughfares.
It shall be unlawful for any person or entity doing or performing a public service business or function to close, or cause to be closed, any public thoroughfare of the City without first obtaining permission to close same from the City Transportation Engineer.
