Home Inspector Licensing in University CDP (Orange County), Florida

Who Needs a License

Florida law does not establish a specific state license category for "home inspectors" under the Construction Industry Licensing Board structure. Home inspection services are not regulated as a distinct licensed trade under Fla. Stat. § 489.105, which defines the licensed trades (such as general contractor, electrical contractor, plumbing contractor, etc.).

However, if you perform work that falls within a regulated trade definition—such as structural assessment requiring licensed contractor work, electrical inspection, or plumbing inspection—you must hold the appropriate license for that trade under Fla. Stat. § 489.113.

If your home inspection business operates independently and does not involve performing regulated construction work, you may operate without a state construction license. Verify with the University CDP Building Department whether local ordinances impose additional requirements.

How to Get Licensed

If your inspection services require a state construction license (because they involve regulated trade work), you must:

  1. Apply through the Florida Department of Business and Professional Regulation (DBPR), which administers licensing through the Construction Industry Licensing Board per Fla. Stat. § 489.107.

  2. Meet experience and examination requirements under Fla. Stat. § 489.111 for your specific trade classification.

  3. Satisfy qualifications under Fla. Stat. § 489.113, including competency demonstration, financial responsibility, and compliance with construction laws.

Contact DBPR or the Construction Industry Licensing Board directly for application procedures and exam registration specific to your trade category.

Local Requirements

University CDP is governed by Orange County municipal codes. Review the University CDP (Orange County) Municipal Code for any local licensing amendments, permit requirements, or operational restrictions specific to home inspection or related services within the town limits.

Contact the University CDP Building Department (or Orange County Building Department for unincorporated areas) to determine:
- Whether permits are required for inspection operations
- Local bonding or insurance requirements
- Any town-specific registration or notification obligations

Exemptions

Under Fla. Stat. § 489.103, certain persons and activities are exempt from state construction licensing requirements. Review this statute to determine whether your inspection activity qualifies for exemption—for example, owner-builders performing work on their own property or casual, non-business activities may be exempt.

If your home inspection does not involve performing licensed construction work, you are likely exempt from state licensing requirements, though local ordinances may still apply.
