Sewer/Water Licensing in Celebration CDP, Florida
Who Needs a License
In Florida, sewer and water work falls under the Construction Industry Licensing Board's jurisdiction. Any person who contracts to perform, offer to perform, or hold themselves out as able to perform construction work involving water or sewer systems must obtain a state license unless they qualify for an exemption.[^1]
The work regulated includes installation, repair, alteration, and maintenance of sewer and water systems. This applies whether you work as a contractor, subcontractor, or sole proprietor.[^2]
How to Get Licensed
Step 1: Determine Your License Classification
Contact the Florida Construction Industry Licensing Board to identify whether you need a general contractor, specialty contractor (plumbing), or residential contractor license. Your specific work scope determines classification.[^2]
Step 2: Meet Qualification Requirements
You must demonstrate:
- Four years of experience in the trade (or equivalent education/apprenticeship substitution)
- Good moral character
- Competency through examination[^3]
Step 3: Apply to the State Board
Submit your application, proof of experience, and examination fees to the Florida Construction Industry Licensing Board. You will take the state licensing exam covering code knowledge and business practices.[^1]
Step 4: Obtain Your License
Upon passing the exam, the state board issues your license. This is a state credential, not a local one.
Local Requirements
Celebration Building Permits
Even with a state license, you must obtain a local building permit before beginning work in Celebration CDP. Contact the Celebration Building Department to apply for permits on all sewer and water projects.
Municipal Code Compliance
Celebration CDP and Osceola County have local codes governing construction work. Review the Celebration Municipal Code for local amendments, zoning restrictions, and permit requirements that may impose additional obligations beyond state licensing.
County Jurisdiction
Since Celebration is an unincorporated CDP in Osceola County, county permitting and code requirements also apply. Verify with the Osceola County Building Department whether county permits or inspections are required for your project.
Exemptions
The following are exempt from state licensing requirements:[^1]
- An owner performing work on their own property (not for public sale or lease within one year)
- An employee working under direct supervision of a licensed contractor
- Employees of government agencies performing public work
- Utility companies performing work on their own systems
Exemptions do not eliminate the need for local permits in Celebration CDP.
