Engineering Licensing in St. Cloud city, Florida

Who Needs a License

In Florida, engineering work that requires licensure falls under the Construction Industry Licensing Board's jurisdiction. Per Fla. Stat. § 489.105, "practice of construction" includes work requiring design, construction, or alteration of buildings and structures.

If your engineering services involve designing or supervising construction projects in St. Cloud, you must hold an active Florida Professional Engineer (PE) license or work under the direct supervision of a licensed PE. This applies to structural design, mechanical systems, electrical systems, and civil engineering services that affect public safety or property integrity.

Fla. Stat. § 489.113 sets the qualifications: you must pass the Fundamentals of Engineering (FE) exam, complete required work experience (typically 4 years under a licensed engineer), pass the Professional Engineer (PE) exam, and meet citizenship/residency requirements.

How to Get Licensed

  1. Pass the Fundamentals of Engineering (FE) exam through NCEES (National Council of Examiners for Engineering and Surveying). No Florida-specific application required for this step.

  2. Complete work experience: Document 4 years of engineering experience under a licensed PE. Fla. Stat. § 489.113 defines acceptable experience categories.

  3. Apply to Florida Department of Business and Professional Regulation (DBPR): Submit your FE results, work experience documentation, and application fee.

  4. Pass the Professional Engineer (PE) exam in your discipline (civil, mechanical, electrical, etc.).

  5. Receive your Florida PE license from DBPR.

Fla. Stat. § 489.1131 provides credit for relevant military training and education—if applicable, document this during application.

Local Requirements

St. Cloud is located in Osceola County. Before beginning engineering work, obtain required permits through the St. Cloud Building Department. Contact the Building Department to determine which permits apply to your specific project.

Review the St. Cloud Municipal Code for local amendments, zoning restrictions, and engineering submission standards that may exceed state requirements. Local amendments sometimes impose additional documentation, inspection schedules, or design specifications.

Your Florida PE license allows you to practice statewide, but you must comply with St. Cloud's local permit and approval processes.

Exemptions

Fla. Stat. § 489.103 exempts certain work from licensure:
- Work on single-family residential structures (under specific conditions)
- Certain agricultural structures
- Work performed by full-time public employees within their official duties
- Inspectors and plan reviewers acting in those capacities

However, exemptions are narrowly construed. If your engineering work involves public buildings, multi-family structures, or safety-critical systems in St. Cloud, licensure is required.
