Sewer/Water Licensing in Gulf Stream, Florida
Who Needs a License
Florida law requires licensure for persons who engage in the construction, repair, or alteration of water and sewer systems. Under Fla. Stat. § 489.105, "water and sewer systems" means utility systems for the conveyance and treatment of water or wastewater, including pipes, pumps, and related mechanical equipment.
If your work involves installing, maintaining, or modifying water mains, service lines, sewer lines, lift stations, or treatment equipment in Gulf Stream, you must hold an active Florida license. Work performed on residential or commercial properties falls under this requirement.
How to Get Licensed
Licensing in Florida is administered by the Construction Industry Licensing Board under Fla. Stat. § 489.107.
Steps:
- Verify your eligibility. Review the qualifications outlined in Fla. Stat. § 489.113, which requires evidence of:
- Practical experience in water and sewer work (typically 4 years for most contractor classes)
- Knowledge of applicable Florida Statutes, rules, and local codes
-
Passing an examination
-
Apply to the Department of Business and Professional Regulation (DBPR). The state board processes all contractor license applications. Submit documentation of experience, pay application fees, and request an examination date.
-
Pass the state exam. The exam covers Florida Statutes Chapter 489, construction practices, and code knowledge relevant to water and sewer systems.
-
Receive your license. Once approved, DBPR issues your state contractor license.
Contact DBPR directly for current application requirements and exam schedules. State licensing requirements supersede local processing.
Local Requirements
Gulf Stream enforces compliance through its Building Department. Before performing work, you must:
- Obtain a local building permit through the Gulf Stream Building Department
- Comply with standards in the Gulf Stream Municipal Code
Review the municipal code for local amendments, permit fees, inspection requirements, and any additional qualifications Gulf Stream imposes. The code may contain provisions regarding site safety, environmental protection, or utility coordination specific to the town.
Contact the Gulf Stream Building Department for permit applications and local code clarifications.

- Homeowner exemption: A property owner performing work solely on their own property (with narrow exceptions)
- Day laborers: Persons performing labor under the direct supervision of a licensed contractor
