Sewer/Water Licensing in Ocean Ridge, Florida
Who Needs a License
In Florida, any person who contracts to perform construction work involving sewage or water systems must hold a valid license issued by the Construction Industry Licensing Board.[^1] This includes installation, repair, maintenance, and alteration of sewer and water lines, treatment systems, and related infrastructure.
The state defines "construction" to encompass work on public and private water and sewer systems.[^2] If you are performing this work for compensation in Ocean Ridge, you must be licensed unless you qualify for an exemption (see below).
How to Get Licensed
Step 1: Determine Your License Classification
Florida issues licenses for sewer and water contractors under Fla. Stat. § 489.113. You must meet qualification requirements based on your specific trade classification.
Step 2: Meet Experience and Education Requirements
You must demonstrate relevant experience and, depending on classification, pass a technical examination. Requirements vary by contractor type (e.g., plumbing contractor, water treatment plant operator). Fla. Stat. § 489.113 specifies these qualifications.[^3]
Step 3: Apply to the Construction Industry Licensing Board
Submit your application directly to Florida's Construction Industry Licensing Board.[^4] The Board processes all state licensing. You must pass the required examination and provide proof of workers' compensation insurance and liability coverage.
Step 4: Obtain an Ocean Ridge Work Permit
Once licensed by the state, contact the Ocean Ridge Building Department to pull a work permit for any sewer or water project in the town. This is a separate local requirement from state licensure.
Local Requirements
Ocean Ridge is governed by the Ocean Ridge Municipal Code, available at https://library.municode.com/fl/ocean_ridge. You must review the current municipal code for any local amendments, permit requirements, or additional restrictions specific to the town that may apply beyond state law.
Contact the Ocean Ridge Building Department for permit application procedures, fees, and any local amendments to state licensing requirements.
Exemptions
Fla. Stat. § 489.103 exempts certain work from licensing requirements, including:
- Work performed by an employee under the direct supervision of a licensed contractor[^5]
- Work on your own residential property (not for-profit)
- Emergency repairs by public utilities under certain conditions
However, these exemptions are narrowly construed. Most commercial or contract work requires a state license.
