Who Needs a License

Any person who, for compensation, inspects buildings or structures and provides a written report or opinion on their condition must be licensed as a home inspector under Florida law. This includes inspections of residential properties, building systems, structural components, and safety features. The license requirement applies regardless of whether the inspection is ordered by a buyer, seller, lender, or other party.

Per Fla. Stat. § 489.105, "home inspector" means any individual who inspects buildings and structures and issues written reports concerning the condition of those buildings and structures for a fee.

How to Get Licensed

Step 1: Meet Educational Requirements
You must complete a home inspector pre-licensing course approved by the Florida Department of Business and Professional Regulation (DBPR). This course covers building systems, codes, and inspection standards.

Step 2: Pass the State Examination
After completing the pre-licensing course, you must pass the Florida home inspector licensing examination administered by DBPR. Per Fla. Stat. § 489.111, the examination tests knowledge of construction, building codes, and inspection practices.

Step 3: Apply for Your License
Submit your application to DBPR along with proof of course completion, passing exam scores, and the application fee. Per Fla. Stat. § 489.113, you must be at least 18 years old and meet all statutory qualifications.

Step 4: Comply with Continuing Education
Maintain your license by completing required continuing education hours annually.

Local Requirements

Permits and inspections in Holiday CDP are administered by Pasco County, as Holiday is an unincorporated community. Contact the Pasco County Building Department to obtain any required permits before conducting home inspections in the area.

Exemptions

Per Fla. Stat. § 489.103, home inspector licensing requirements do NOT apply to:

• Employees of federal, state, or local government agencies performing inspections in their official capacity
• Structural engineers or architects performing inspections within their licensed scope of practice
• Property appraisers conducting appraisals
• Persons inspecting properties they own or are considering purchasing for personal use (not for compensation)
