Who Needs a License
Any person who engages in plumbing work in San Antonio must hold a state license unless exempted. Under Florida law, plumbing is defined as the installation, repair, and maintenance of pipes, fixtures, and appliances for the conveyance and use of water, gas, and waste in buildings and structures.[Fla. Unlicensed plumbing work is prohibited. The contractor performing the work—not the property owner or general contractor—must hold the appropriate license.
How to Get Licensed
State Licensing:

2. Meet qualifications: You must demonstrate competency through either four years of documented apprenticeship or practical experience in plumbing, or an equivalent combination of education and experience.[Fla. Stat. § 489.113]
3. Pass the CILB examination covering plumbing code, law, and practice.
4. Pay applicable state fees.
The CILB issues all plumbing licenses in Florida. You do not obtain a separate town license from San Antonio.
