Sewer/Water Licensing in Clearwater city, Florida
Who Needs a License
Florida law regulates water and sewer work through the Construction Industry Licensing Board under the Plumbing and Gas Contracting categories. Any person or entity performing plumbing work—including sewer and water installation, repair, or alteration—must hold the appropriate state license unless specifically exempt.
"Plumbing" under Florida law includes the installation, repair, and maintenance of water supply, drainage, and sewage systems. Work on public or private sewer lines and water service lines typically requires licensure. [Fla. Stat. § 489.105]
How to Get Licensed
State Licensing Process:
-
Apply to the Construction Industry Licensing Board. Florida does not issue licenses at the city level for this trade; licensure is statewide.
-
Meet qualification requirements: You must demonstrate competency through either:
- Four years of documented full-time experience in the trade under a licensed contractor, OR
- Two years of full-time experience plus completion of an accredited vocational/trade program, OR
-
Equivalent combination of experience and education
-
Pass the state examination. The CILB administers exams covering plumbing code, safety, and technical knowledge.
-
Pay applicable fees and submit proof of experience and education.
The CILB sets all requirements and administers the licensing process statewide. [Fla. Stat. § 489.107, § 489.113]
Local Requirements
Permits and Inspections:
Work in Clearwater must comply with the Clearwater Municipal Code. Before starting any sewer or water work, obtain a permit from the City of Clearwater Building Department.
Consult the Clearwater Municipal Code for local standards, permit fees, inspection procedures, and any municipal amendments to state law. Local codes may impose additional requirements beyond state licensure.
Contact the Clearwater Building Department for current permit procedures, fees, and inspection scheduling.
Exemptions
The following are exempt from state licensure under Fla. Stat. § 489.103:
- Homeowners performing work on their own residential property (not for compensation)
- Employees of licensed contractors working under direct supervision of the licensee
- Public employees performing work for governmental agencies
- Work performed by utility companies on their own systems
Exemptions are narrow. Any work performed for compensation, even by property owners, typically requires licensing. When in doubt, verify with the CILB before proceeding.
