Who Needs a License

Florida law requires licensing for persons who perform work in connection with the construction, repair, or maintenance of potable water systems and wastewater treatment systems. Under Fla. Stat. § 489.105, "sewer contractor" and "water contractor" are defined as individuals who undertake responsibility for the installation, repair, or modification of these systems.

Work that requires a license includes designing, installing, repairing, or supervising sewer and water systems. However, not all work on water or sewer lines requires a licensed contractor—exemptions exist for certain activities and entity types (see Exemptions section below).

How to Get Licensed

Licensing is issued by the Florida Construction Industry Licensing Board under authority of Fla. Stat. § 489.107. To become licensed:

  1. Determine your classification: Decide whether you need a sewer contractor, water contractor, or combination license.

  2. Meet qualification requirements: Per Fla. Stat. § 489.113, you must demonstrate competency through a combination of experience and passing a state examination. Experience requirements vary by classification but generally require 4 years of practical experience in the trade or equivalent combinations of education and experience.

  3. Apply with the state: Submit your application, proof of experience, and exam fees to the Department of Business and Professional Regulation (DBPR), which administers licensing through the Construction Industry Licensing Board.

  4. Pass the exam: Complete the required state licensing exam covering code knowledge, safety, and trade practices.

  5. Obtain your license: Upon passing, you'll receive your Florida license.
