Engineering Licensing in Safety Harbor, Florida

Who Needs a License

Florida requires professional engineering licensure for individuals who offer to perform, or who do perform, any professional engineering services or work. Under Fla. Stat. § 489.105, "engineering" means any professional service or creative work requiring education, training, and experience in applying special knowledge of the mathematical, physical, and engineering sciences to such professional services or work.

If you practice engineering in Safety Harbor—whether designing structures, systems, or infrastructure—you must hold a current Florida Professional Engineer (PE) license issued by the state board.

How to Get Licensed

State Board Authority:
The Florida Board of Professional Engineers regulates licensing under Fla. Stat. § 489.107 (Construction Industry Licensing Board).

Requirements:
Per Fla. Stat. § 489.113, you must:
- Hold a degree in engineering from an ABET-accredited program (or equivalent)
- Complete work experience under a licensed engineer (typically 4 years post-degree)
- Pass the Fundamentals of Engineering (FE) exam
- Pass the Professional Engineer (PE) exam in your discipline

Application Process:
Apply directly to the Florida Department of Business and Professional Regulation (DBPR). The state board does not issue local permits; it grants the professional license that allows you to practice statewide, including in Safety Harbor.

Military Credit:
If you have relevant military training or education, Fla. Stat. § 489.1131 allows credit toward experience and education requirements. Document your military service record when applying.

Local Requirements

Safety Harbor is located in Pinellas County, Florida. While the state issues your professional license, you must comply with local permit requirements before beginning work.

Permitting:
Contact the Safety Harbor Building Department to obtain required construction permits and to verify that your proposed engineering work complies with local codes. Your PE license authorizes you to sign and seal engineering documents, but the city must approve the project before work begins.

Municipal Code:
Review the Safety Harbor Municipal Code for any local amendments, additional design standards, or submittal requirements that exceed state law. The municipal code may impose stricter requirements on engineering work within city limits.

Exemptions

Per Fla. Stat. § 489.103, certain work is exempt from licensure:
- Engineering work performed by employees of the federal or state government within the scope of employment
- Work performed by registered architects (within their scope)
- Routine maintenance and repair by building maintenance personnel
- Work by licensed contractors on their own projects (limited exemption; complex design work still requires a PE)

Other exemptions apply; consult § 489.103 for a complete list.
