Plumbing Licensing in Frostproof, Florida

Who Needs a License

Any person who engages in plumbing work in Frostproof must hold a valid Florida plumbing license. Under Fla. Stat. § 489.105, plumbing is defined as the installation, construction, alteration, service, repair, and maintenance of all pipes, fixtures, and appliances in connection with the supply, distribution, and use of water; the collection and disposal of wastewater; and medical gas piping systems.

Work requiring licensure includes water supply lines, drain-waste-vent systems, gas piping, backflow prevention devices, and related installations. Unlicensed plumbing work is prohibited.

How to Get Licensed

Florida plumbing licenses are issued by the Construction Industry Licensing Board (CILB), not by Frostproof or Polk County directly.

Step 1: Meet qualifications under Fla. Stat. § 489.113. You must demonstrate competency through:
- Practical experience (typically 4 years as an apprentice or journeyman under a licensed plumber)
- Passage of the state plumbing exam

Step 2: Apply with CILB through the Department of Business and Professional Regulation (DBPR). Submit proof of experience, pass a background check, and pay the application fee.

Step 3: Pass the Florida plumbing exam covering code knowledge, installation standards, and safety practices.

Step 4: Receive your license and maintain it through continuing education requirements set by CILB under Fla. Stat. § 489.107.

If your work involves medical gas piping, you must also obtain medical gas certification under Fla. Stat. § 489.1136.

Local Requirements

In Frostproof, plumbing work is subject to local permitting and inspection. Contact the Frostproof Building Department to:
- Obtain plumbing permits before beginning work
- Schedule inspections at required stages
- Confirm current fees and procedures

Review the Frostproof Municipal Code for any local amendments, additional requirements, or restrictions beyond state law that may apply within city limits.

Exemptions

Fla. Stat. § 489.103 exempts certain work from licensure, including:
- Minor repairs and maintenance by property owners on their own single-family residences
- Work performed by employees of government agencies
- Installation of water softeners and certain appliances (specific exemptions apply—verify current statute)

However, exemptions are narrowly construed. When in doubt, obtain a license.
