Sewer/Water Licensing in Venice Gardens CDP, Florida
Who Needs a License
In Florida, any person who installs, constructs, repairs, or maintains public or private water and sewer systems must hold a valid license issued by the Construction Industry Licensing Board.[^1] This includes work on water distribution lines, sanitary sewer lines, septic systems, and related infrastructure. The law defines "contractor" to include those engaged in such work for compensation.[^2]
Venice Gardens is an unincorporated community development in Sarasota County. Sewer and water work in this area falls under Florida's statewide licensing requirements and Sarasota County jurisdiction.
How to Get Licensed
State Licensing:
- Apply to the Florida Construction Industry Licensing Board (CILB) through the Department of Business and Professional Regulation (DBPR).
- Meet qualification requirements: generally, four years of verifiable experience in sewer/water work performed under a licensed contractor, or equivalent education and apprenticeship combinations as defined in statute.[^3]
- Pass the CILB examination covering Florida construction law, industry standards, and trade-specific technical knowledge.
- Submit proof of workers' compensation insurance and general liability insurance.
- Pay the applicable application and license fees.
The specific experience and examination requirements are codified in Fla. Stat. § 489.113.[^3] Contact the DBPR Construction Industry Licensing Board directly for current application procedures, exam schedules, and fee structures.
Local Requirements
Venice Gardens does not maintain a separate municipal code; permits and inspections for sewer/water work are processed through Sarasota County.
Contact the Sarasota County Building and Permitting Department to:
- Obtain and file construction permits for sewer/water projects
- Schedule inspections
- Verify local code compliance
Sarasota County applies Florida Statutes plus county-level amendments. Review the Venice Gardens Municipal Code for any local ordinances, though Venice Gardens as an unincorporated CDP may have limited local amendments. County requirements will govern.
Exemptions
The following are exempt from licensure under Fla. Stat. § 489.103:[^4]
- Homeowners performing work on their own residential property (not for hire)
- Licensed plumbers performing plumbing work within their scope of practice
- Employees of the property owner when work is not offered to the public
- Work performed by municipalities and certain government agencies
Exemptions are narrowly construed. When in doubt, apply for licensure or seek written guidance from the DBPR.
