Who Needs a License
Florida law regulates contractors who construct, repair, or maintain water and sewer systems. Under Fla. Stat. § 489.105, a "contractor" performing construction work in these trades must hold a state license unless specifically exempt. This includes installation, maintenance, repair, or alteration of water supply lines, sanitary sewer lines, and related infrastructure.
How to Get Licensed
Licensing is administered by the Florida Construction Industry Licensing Board under authority of Fla. Stat. § 489.107. To become licensed:

- An associate degree in a related field plus one year of experience

Apply to the CILB. Submit your application with proof of experience, exam passage, and other required documentation directly to the Florida Construction Industry Licensing Board (not to Forest City or Seminole County).

Obtain local permits. Once licensed at the state level, contact the Forest City Building Department to pull any required local permits before beginning work.
