Prohibited actions by contractor personnel.

(1)

Only a public officer or a public employee upon whom the public officer has delegated authority shall, consistent with law, take actions, including, but not limited to:

(a)

Selecting state employees;

(b)

Approving position descriptions, performance standards, or salary adjustments for state employees; and

(c)

Hiring, promoting, disciplining, demoting, and dismissing a state employee.

(2)

Only a public officer shall, consistent with law, commission and appoint state officers.
